The Municipality of Chatham-Kent has an opening for a permanent full-time Manager, Purchasing and Accounts Payable in the Financial Services division.

Job description

The Manager, Purchasing and Accounts payable is responsible for leading the Purchasing and Accounts Payable functions within Financial Services. 

Essential responsibilities

  • Demonstrate Chatham-Kent’s core values and competencies
  • Lead a team in a fast-paced and constantly changing environment
  • Anticipate, understand and respond to the needs of contractors, vendors and municipal staff, to meet or exceed their expectations
  • Interpret and apply the by-law to all Purchasing Activities and exercise discretion as prescribed where alternative courses of action are permitted, including options for contract renewals
  • Maintain internal controls to ensure compliance with financial polices and Procurement By-law
  • Coordinate the disbursement of all municipal funds in compliance with generally accepted accounting principles (GAAP) and provincially mandated guidelines
  • Serve as liaison with internal departments and external vendors/contractors regarding all purchasing activities
  • Ensure vendor files, tax codes, authorization limits and accounting codes are accurate
  • Manage the corporate purchasing card program
  • Perform Month End procedures, including accounts payable, month end process, and review and revise the Received Not Vouchered Account
  • Perform Year End procedures, including accounts payable process, compile T4 annual review for payroll, review outstanding purchase orders and receipts.

Essential qualifications

  • University degree (preferably in a business or purchasing program), with four (4) to six (6) years of related experience
  • Experience working in purchasing, accounts payable or financial services preferably in a municipal environment
  • Knowledge of accounting practices and concepts, preferably in a municipal financial department
  • Experience with tendering process
  • Knowledge of purchasing and policies within the purchasing department
  • Knowledge of contracts and contract law
  • Proficiency in a highly computerized environment including the JD Edwards, Scanman and Bids & Tenders, Strong computer skills, specifically Microsoft Office (Word, Excel, PowerPoint, Outlook) (or other similar software program)

Certifications, memberships, licenses

  • Health & Safety Competency training is required within 6 months of hire date and will be maintained through refresher training once every 4 years

Work environment/hours of work

  • This position works mostly indoors
  • This position works mostly weekday hours, with occasional evening or weekend hours

Driver’s licence/vehicle requirements

Because this position would be required to travel, a valid Province of Ontario driver's license with a reliable motor vehicle is preferred.

Background check requirements

Successful candidates will be required to complete a background check prior to commencement of employment. A background check may include the following: education/certification verification and employment reference check. Because of the environment this position will be working in, the successful candidate will be required to furnish an original Police Information Search (criminal reference check) prior to commencement of employment.

  • Hands: constant fine finger dexterity (movement), mousing (computer keyboard, mousing, telephone, adding machine)

Benefits 

This permanent full-time position will receive benefits including: an annual salary range of $112,691 to $132,562, participation in the OMERS pension plan (mandatory), vacation entitlement and a comprehensive benefit package that includes life insurance, accidental death and dismemberment, short and long term disability, extended health and dental benefits following the successful completion of a 3 month waiting period.
