The Municipality of Chatham-Kent has an opening for a permanent full-time Planner II in the Planning Services division.

Job description

The Planner II position supports other members of the planning team, assisting in the implementation of the development approval process, heritage planning and various incentive based programs, and is responsible for components of the civic addressing, developing and maintaining data management and planning information systems, and fulfilling the mapping needs of the department.

Essential responsibilities

  • Demonstrate Chatham-Kent’s core values and competencies
  • Pre-consult, coordinate, and process planning applications under the Planning Act, including but not limited to those for consent, minor variance, zoning by-law amendment and site plan
  • Prepare reports, and associated by-laws, for a variety of planning applications and policies
  • Provide information, interpretation, advice, and opinion regarding planning and development issues to the public, agencies, municipal staff, consultants, and committees
  • Present reports and information to the Committee of Adjustment and other committees, as required
  • Coordinate and attend meetings with municipal staff, the public and external agencies, when necessary
  • Produce and maintain planning related maps and mapping resources using GIS
  • Conduct research and analysis required for planning related projects and studies as directed
  • Input, organize, query and maintain geo-spatial and planning related data
  • Conduct GIS analysis and modelling to support municipal and external agency projects as needed
  • Administer Community Improvement Plan Financial Incentive Programs, including processing and tracking of applications; monitor program trends and annual budget
  • Process Heritage Designations including preparation of notices, by-laws and reports to Council; undertake specific assignments relative to the work of the Chatham-Kent Heritage Committee
  • Administer the Heritage Tax Relief Program, including the processing and tracking of applications; monitor program trends and annual budget
  • Assist in the preparation of evidence for Ontario Land Tribunal hearings
  • Maintain key planning documents such as the Official Plan and Zoning By-law
  • Maintain CityView and/or other land use management systems
  • Maintain Planning Services content on the municipal webpage
  • Coordinate civic addressing in urban areas

Essential qualifications

  • Possess a college diploma in a Urban and Regional Planning related field or a university degree in a Planning Program (preferably in a Urban Planning related field), with an emphasis on GIS; six months to two (2) years of related experience
  • Experience in a related planning position,
  • Experience preparing, updating, maintaining and interpreting Official Plans and Zoning By-laws
  • Experience working with planning applications under the Planning Act, including but not limited to those for consent, minor variance, zoning by-law amendment and site plan
  • Experience with the development approval process, GIS mapping, and data management (including geospatial and planning related data)
  • Experience producing and maintaining planning related maps and mapping resources using GIS
  • Experience conducting GIS analysis and modelling to support municipal and external agency projects as needed
  • Experience with the Community Improvement Plan Financial Incentive Programs
  • Experience processing Heritage Designations including preparation of notices, by-laws and reports to Council
  • Experience with the Ontario Land Tribunal or other hearing tribunals
  • Working knowledge of the Planning Act, Provincial Policy Statement, Ontario Heritage Act, Municipal Act and related legislation and regulations
  • Excellent written and verbal communication skills, facilitation skills and presentation skills
  • Strong customer service skills
  • Proven organizational and time management
  • Experience with various forms of social media
  • Experience with the following: GIS and CityView (or other similar software programs)
  • Strong computer skills including Microsoft Word, Excel, PowerPoint, email and internet (or other similar software programs)

Other qualifications

  • Municipal experience an asset

Certifications, memberships, licenses

  • Membership or eligible for membership in the Ontario Professional Planner's Institute an asset

Work environment/hours of work

  • This position works mostly indoors
  • This position works weekdays with occasional evening and weekend hours

COVID-19 Vaccination

The Municipality of Chatham-Kent no longer requires a COVID-19 vaccination as a condition of employment. Although it is not mandatory to be vaccinated, it is highly encouraged.

Driver’s licence/vehicle requirements

Because of the responsibilities, this position requires the successful candidate to have a valid class G Ontario driver’s licence; a driver’s abstract will be conducted by the Municipality of Chatham-Kent. An acceptable driver’s abstract will: be an original document and current (within the previous thirty (30) days); have no more than four (4) demerit points; have no more than two (2) convictions for the same offence; have no criminal code convictions; have no ‘non-medical or administrative’ license suspension in the preceding three (3) years; because this position may be required to drive their own vehicle, a reliable vehicle is also required.

Background check requirements

Successful candidates will be required to complete a background check prior to commencement of employment. A background check may include the following: education/certification verification and employment reference check.  

Essential physical and/or safety requirements

  • Sitting: constant sitting in a chair (using a computer, desk work, etc.; occasionally driving vehicle to attend to meetings or perform site inspections)
  • Hands: constant mousing
